Creates new Section 18-103 in the Property Tax Code to validate boards and levies created between January 1, 1994 and the effective date of this Act that relied on conflicting referendum language in mental health and developmental disabilities statutes.

Amends the Community Care for Persons with Developmental Disabilities Act to allow referenda propositions for an annual tax not exceeding 0.1% on taxable property to establish facilities and services for residents with intellectual or developmental disabilities, with validation of referenda imposed from January 1, 1994 onward that comply with the section.

Amends the Counties Code Section 5-25025 to require compliance with the Property Tax Extension Limitation Law for mental health program referenda and validates any referendum imposing an annual tax between January 1, 1994 and the effective date of this Act that complies with the section.

Amends the Community Mental Health Act Section 5 to require compliance with the Property Tax Extension Limitation Law for community mental health facility and services referenda propositions and validates referenda imposing annual taxes between January 1, 1994 and the effective date of this Act that comply with subsection (a).

Takes effect upon becoming law.
