State Board of Elections must develop or contract with a third-party developer to create a program allowing petition signatures to be collected on mobile and tablet devices.

Program shall be provided free of charge to all political committees that have filed statements of organization with the Board.

Mobile application must be downloadable from at least the 2 largest digital distribution platforms for mobile applications.

Program must verify voter registration status, check jurisdiction eligibility, detect duplicate signatures for the same office, collect signatures with date/time stamps, and record circulator information.

Program must email signers a confirmation containing their signature, date/time, petition details, and a list of all petitions signed during that election cycle.
