IL SB3430

Amends the Illinois Public Aid Code to change nursing home reimbursement methodology for managed care organizations from RUG-IV nursing component to fee-for-service facility-specific nursing component per diem.

Requires managed care organizations to provide quarterly fee-for-service rates that include nursing component, enhanced care services add-ons, support component per diem, and capital component per diem for each contracted nursing home.

Prohibits managed care contracts from reimbursing nursing facilities at rates lower than the fee-for-service rate in effect at the time services are rendered.

Expressly prohibits managed care organizations from offering, negotiating, or entering into nursing facility contracts for compensation below the applicable fee-for-service rate.

Takes effect immediately upon becoming law.
