Amends the Illinois Exotic Weed Act to permit municipalities to adopt ordinances for eradicating six species of buckthorn on both public and private property within their jurisdiction.

Allows eradication of common buckthorn (Rhamnus cathartica), glossy buckthorn (Rhamnus frangula), saw-toothed buckthorn (Rhamnus arguta), dahurian buckthorn (Rhamnus davurica), Japanese buckthorn (Rhamnus japonica), and Chinese buckthorn (Rhamnus utilis).

Permits exotic olive (Elaeagnus species) berries to be used in manufacturing value-added products under a permit system, with annual registration required and proof that remaining seeds are sterile or unviable.

Maintains existing permit requirements for exotic weed experiments, research, and commercial propagation for sale outside Illinois.
