Authorizes the Department of Healthcare and Family Services to provide medical services to noncitizens under age 19 who are ineligible for standard medical assistance due to citizenship requirements, with services and eligibility standards established by department rule.

Permits coverage of medical assistance for noncitizens over age 65 with income at or below 100% of the federal poverty level (after deducting medical care costs) who meet other eligibility requirements in Section 5-2.

Allows provision of medical services to noncitizens ages 55-64 with income at or below 133% of federal poverty level plus 5% who are not eligible for medical assistance due to citizenship restrictions; eligible persons receive benefits identical to the Health Benefits Service Package.

Extends coverage to noncitizens with chronic disabilities with income at or below 133% of federal poverty level plus 5% who are ineligible for medical assistance due to citizenship requirements; eligible persons receive Health Benefits Service Package benefits.

Authorizes the Department to limit or cease enrollment, reduce available medical services, or change eligibility standards as necessary to ensure spending does not exceed available funds during a fiscal year.
