Expands eligibility for receiving an Illinois State flag upon death to include any Illinois resident, not just Illinois National Guard members.

Allows the Adjutant General, Assistant Adjutant General for Army, Assistant Adjutant General for Air, or a designated representative to present the State flag (changes requirement from "shall" to "may").

Applies to deaths occurring while on State Active Duty or while serving in duty or training statuses under Title 10 or Title 32 of the United States Code.

Flag presentation goes to next of kin of the deceased who receives the United States burial flag, or that person's designee, as soon as practicable.
