Removes requirement that advertising revenue from the Illinois State Fair be deposited into the Illinois State Fair Fund and advertising revenue from DuQuoin State Fair be deposited into the Agricultural Premium Fund (deletes fund-specific deposit mandates).

Consolidates revenue deposits so all revenues from operations and use of facilities at both the Illinois State Fair and DuQuoin State Fair, plus their respective fairgrounds, are deposited into the Illinois State Fair Fund.

Allows appropriations for the "Land of Lincoln Breeders Awards for Purebred or Registered Livestock" to come from either the Agricultural Premium Fund or the Illinois State Fair Fund (previously limited to Agricultural Premium Fund only).

Maintains Department of Agriculture authority to establish policies, procedures, contest rules, fees, and contracts for operation of both state fairs through rulemaking and publication of premium books.
