Amends the River Edge Redevelopment Zone Act to allow the Department of Commerce and Economic Opportunity to certify one additional pilot River Edge Redevelopment Zone in the City of Joliet, effective upon passage of the act.

Adds Joliet to the list of municipalities eligible for pilot zones, joining previously authorized cities: East St. Louis, Rockford, Aurora (2006-2007), Elgin (2009), and Peoria (after 2011).

Prohibits the Department from certifying any additional River Edge Redevelopment Zones beyond those specified, though existing zones may be amended or rescinded per Section 10-5.4.

Requires municipalities with certified zones to submit a diversity plan within 60 days encouraging participation by minority persons, women, persons with disabilities, and veterans in the zone.

Takes effect immediately upon becoming law.
