SB3490 Summary

• Creates the Illinois Commission on LGBTQ Aging to investigate and analyze health, housing, financial, and long-term care needs of LGBTQ older adults (age 55+) and make recommendations to improve access to services and benefits.

• Requires the Commission to submit a First Report by March 30, 2023, and a Second Report by March 30, 2025, with findings, recommendations, and any proposed legislation to be made publicly available.

• Establishes an LGBTQ Older Adult Advocate position within the Department on Aging to advocate for LGBTQ older adults, ensure their needs are incorporated into departmental decision-making, and oversee a mandatory training program.

• Requires all service providers contracting with or receiving funding from the Department to complete a curriculum and training program on preventing discrimination and providing affirming care to LGBTQ older adults and their caregivers, with implementation required within 12 months.

• Modifies the Council on Aging to include at least 7 members representing underrepresented communities, including LGBTQ individuals, persons living with HIV, and members from communities of color; the Commission expires 3 years after the effective date.
