Amends the Counties Code Section 3-9005 regarding State's Attorney special investigators and their authority to carry firearms.

Removes the restriction that special investigators may only carry firearms "in the performance of the special investigator's assigned duties," allowing them to carry firearms while carrying appropriate identification and with State's Attorney permission.

Special investigators must still successfully complete basic police training mandated by the Illinois Law Enforcement Training Standards Board or have the requirement waived based on prior law enforcement experience.

Special investigators remain subject to existing qualifications including background checks, fingerprinting through the Department of State Police, and prohibition on appointment if convicted of a felony or offense involving moral turpitude.
