Expands authorization for oscillating, rotating, or flashing lights on vehicles operated by fire chiefs, deputy fire chiefs, and assistant fire chiefs who complete emergency vehicle operation training to include designation by fire departments or fire protection districts (in addition to local authorities).

Permits fire protection districts to authorize red or white oscillating, rotating, or flashing lights on vehicles operated by fire chiefs and their deputies, with lights only visible or activated when responding to a bona fide emergency.

Adds fire protection districts to the list of entities that can authorize blue oscillating, rotating, or flashing lights on rescue squad vehicles and vehicles operated by firefighters and rescue squad members.

Updates traffic control signal preemption device authorization to allow installation on vehicles of fire protection districts in addition to local fire departments, when responding to bona fide emergencies in combination with red oscillating, rotating, or flashing lights.
