Amends the Illinois Local Library Act and Public Library District Act of 1991 to authorize library boards to adopt regulations waiving nonresident fees for persons under the age of 18

Nonresident library cards must be obtained at the public library closest to the person's principal residence and allow borrowing privileges at all participating public libraries in the regional library system

Maintains existing nonresident fee exemptions for: property owners/lessees paying library taxes, senior administrative officers of firms with taxable property in the district, and low-income students in unincorporated areas meeting USDA Income Eligibility Guidelines

Nonresident fees continue to not apply to library services provided through library system membership or reciprocal agreements with public or private entities

Takes effect immediately upon becoming law (Public Act 102-0843)
