Reduces the minimum contiguous acreage requirement for timber growers to participate in the forest development cost share program from 10 acres to 5 acres in Illinois.

Removes transitional language that allowed timber growers with Department-approved forest management plans covering less than 10 acres to continue participation under the previous rules.

Maintains all other eligibility and program requirements, including exclusion of acres with permanent buildings and the requirement to maintain eligible land in forest condition for 10 years or until commercial harvest.

Continues the Department of Natural Resources' administration of the cost share program, which reimburses up to 80% of forest management practice costs for approved plans.
