Establishes a $25 title fee rebate for buyers of vehicles manufactured in Illinois, applicable to passenger vehicles (excluding autocycles, motor driven cycles, and pedalcycles) and second division vehicles weighing 8,000 pounds or less

Limits the rebate to one per qualifying vehicle for its lifetime, with applications required within one year of the vehicle's manufacture date

Revises delinquent vehicle dealer transfer fees beginning 90 days after the Act's effective date: $10 fee for titles received 45-60 days after sale, $20 fee for 60-90 days, $65 fee for 90-120 days, and $100 fee for 120+ days

Requires dealers to execute title assignments within 20 days of transferring a vehicle to another person

Directs all delinquent dealer transfer fees to be deposited into the CDLIS/AAMVAnet/NMVTIS Trust Fund
