• Adds 15-hour continuing education requirement every 3 years for certificate renewal, covering landfill design, operation, and maintenance specific to waste types accepted.

• Allows the Agency to approve examinations conducted by third parties in addition to conducting its own examinations for operator certification.

• Increases liquid oil field waste transportation permit fees from $100 to $150 and establishes $100 annual fees per well for those in temporary abandonment status, with revenue split between the Plugging and Restoration Fund and Landowner Grant Program.
