Defines "personal notice" as requiring a phone call, text message, or email to the vehicle owner's contact information, plus documented proof of receipt.

Allows vehicle owners to sue property owners in circuit court within 2 years for violations, recovering towing charges, storage fees, vehicle loss, and attorney's fees.

Exempts property owners from liability when moving vehicles in response to emergencies or property maintenance, if the vehicle is returned at the owner's expense.

Applies only to operable vehicles relocated at the specific request of a property owner or authorized agent.
