Appropriates $4,500,000 from the State Coronavirus Urgent Remediation Emergency Fund to the Department of Public Health for HIV/AIDS programs and the Getting to Zero-Illinois plan to end the HIV epidemic by 2030.

Requires at least 50% of appropriated funds to the Office of Health Protection: AIDS/HIV Division be used for programs serving minority populations.

Allocates funds for specific initiatives including cultural competency training ($50,000), employment referral programs ($350,000), public awareness campaigns ($250,000), PrEP/PEP access ($500,000), and capacity building for Black-led and Latino/a/x-led community organizations ($1,500,000).

Appropriates $10,500,000 from the State Coronavirus Urgent Remediation Emergency Fund to the Department of Human Services for housing grants and wraparound supportive services for people living with or vulnerable to HIV.

Effective date: July 1, 2022.
