IL SB3648

Expands the Independent Juvenile Ombudsman's jurisdiction to include county-operated juvenile detention centers in addition to the Department of Juvenile Justice.

Requires the Ombudsman to provide data on ombudsman activities, investigations, and systemic recommendations to county commissions composed of the chief judge, State's Attorney, Public Defender, correctional administrator, and justice system advocate.

Mandates county-operated detention centers provide the Ombudsman with unrestricted facility access, confidential communication channels for youth, critical incident reports, and advance notice of disciplinary hearings.

Prohibits retaliation against youth or employees who make complaints to or cooperate with the Ombudsman's office.

Requires the Ombudsman to share data with county boards when a detention center serves multiple counties beyond its home county.
