Amends Section 10-23.5 to include special education cooperatives that dissolve or reorganize under Section 10-22.31 in provisions governing educational support personnel employment during district reorganizations.

Requires combined lists of educational support personnel from dissolving or reorganizing special education cooperatives to be created, with employees dismissed based on length of service within position categories using procedures outlined in subsection (a).

Specifies that districts party to a joint agreement for a dissolving or reorganizing special education cooperative must follow dismissal procedures established in Section 10-23.5(a).

Amends Section 24-11 to include special education cooperative dissolutions or reorganizations under Section 10-22.31 in provisions protecting teacher contractual continued service status when positions transfer between boards.

Clarifies that when a special education cooperative dissolves or reorganizes, teachers' contractual continued service status is not lost and new boards are subject to the same employment obligations as if the teacher had been continuously employed by that board.
