Requires municipalities to establish an economic and community development commission within 30 days of adopting an ordinance that creates a redevelopment project area.

Commission consists of 9 members appointed by the mayor (including representatives from construction, financial, and real estate industries plus 2 residents from the project area) plus one member each appointed by school districts, county boards, park districts, townships, community colleges, water reclamation/sanitary districts, and other taxing districts.

Commission members serve 3-year terms and may serve a maximum of 3 consecutive terms.

Commission must review and approve all uses of funds from the special tax allocation fund for redevelopment projects, with majority opinion determining approval or denial.

If taxing district boards cannot reach consensus on appointing their representative, no member represents those districts until a majority agrees.
