Adds Kendall County to the counties (Kane, Will, and Kendall) authorized to impose judicial facilities fees by ordinance for building new court facilities.

Allows county boards to set different fee rates by case type, up to a maximum of $30 per fee, with concurrence from the Chief Judge or presiding judge in multi-county judicial circuits.

Civil cases require the fee to be paid by each party upon filing the first pleading, with no additional fee if multiple parties are represented in a single filing.

Criminal, traffic, and ordinance violation cases require the fee to be assessed against defendants upon conviction, supervision order, or probation sentence; fees are waived if fines are paid in full without a court appearance.

All fee proceeds must be deposited into the county's Judicial Department Facilities Construction Fund and used solely for funding new judicial facility construction and design, effective July 1, 2022.
