SB3747 Summary

• Expands child care assistance eligibility to include foster parents/caregivers of youth in state custody, youth in care who are parents, parents involved in pending child abuse/neglect cases, and families receiving Extended Family Support Program services, regardless of employment status.

• Extends child care eligibility periods: youth aging out of state custody receive 12 additional months; families with pending abuse/neglect cases remain eligible for 6 months after case closure; families with open intact family services cases remain eligible for 6 months after case closure.

• Requires the Department of Human Services to update its Child Care Assistance Program Eligibility Calculator to distinguish between first-time applications and eligibility redeterminations.

• Establishes 12-month eligibility periods during which families remain eligible despite income changes (unless exceeding 85% of state median income) or temporary changes in employment/training status.

• Adds children under age 3 who are subjects of substantiated child abuse or neglect cases to the definition of eligible infants and toddlers under the Early Intervention Services System Act.
