Renames the "Children of Deceased Veterans Act" to the "Deceased, Disabled, and MIA/POW Veterans' Dependents Educational Opportunity Grant Act" to expand eligibility beyond deceased veterans.

Expands the MIA/POW Scholarship to include spouses, natural children, legally adopted children under age 18 at adoption, minor children under court-ordered guardianship for at least 2 continuous years, and stepchildren under age 18 at marriage of eligible veterans or servicepersons.

Broadens eligibility for veteran status to include those declared prisoners of war or missing in action, those who died from service-connected disability, and those with 100% permanent service-connected disability (previously limited to specific war periods).

Exempts scholarship holders from paying tuition and mandatory fees at state-controlled universities and public community colleges for up to 4 years of full-time enrollment including summer terms.

Provides alternative benefits for disabled dependents (physical, mental, or developmental disability) to cover costs at therapeutic, rehabilitative, or educational facilities, capped at the cost equivalent of 4 years of full-time enrollment at the University of Illinois.
