Requires renewal attestations detailing contracted shifts, missed shifts, and fulfilled shifts, and establishes grounds for license denial based on failure to develop contingency staffing plans.

Increases civil penalties for violations from $1,000 per day to $10,000 per occurrence and establishes a complaint reporting system through the Office of Health Care Regulation.
