Each governmental unit (excluding municipalities and counties) must form a committee within one year and at least once every 10 years to study local efficiencies and report recommendations to the county board.

Committee membership includes the governing board's elected or appointed members, at least 2 resident appointees, and chief executive officers, chaired by the board president or designee.

Committees must meet at least 3 times, conduct public meetings under the Open Meetings Act, allow 3+ minutes of public comment, and deliver a written report within 18 months with recommendations for increased accountability and efficiency.

School districts must annually complete a checklist report on shared services efforts and fiscal efficiency improvements, approved at a public meeting and published on the district website.

Regional superintendents must publish annual regional reports summarizing district shared services initiatives and identifying overlapping service delivery systems.
