Establishes the Renewable Energy Component Recycling Task Force to develop end-of-life management plans for wind turbines, solar panels, and energy storage systems

Task Force consists of 15 members including the Directors of the EPA, Illinois Commerce Commission, and Illinois Power Agency, plus 12 appointees from the Governor and legislative leaders representing solid waste, renewable energy, and environmental advocacy organizations

Task Force must investigate recycling options, identify preferred disposal methods, project equipment life cycles, model landfill impacts, and survey regulatory requirements from other states and countries

Environmental Protection Agency provides logistical support and may use Solid Waste Management Fund moneys to arrange outside expert assistance for research and technical support

Final report with findings and recommendations due to the General Assembly and Governor by July 1, 2025; Act repeals December 31, 2025
