Adds mandatory community service (amount determined by court) as a penalty for violating the 20 mph school zone speed limit, in addition to existing minimum fines of $150 for first offense and $300 for subsequent offenses

Adds mandatory community service (amount set by court) as a penalty for illegally passing a stopped school bus, in addition to existing mandatory fines of $300 for first offense and $1,000 for subsequent offenses

Maintains existing license suspension penalties for passing a stopped school bus: 3-month suspension for first conviction, 1-year suspension for second or subsequent conviction within 5 years

Preserves aggravated school zone speeding penalties: Class B misdemeanor for exceeding the limit by 26-34 mph, Class A misdemeanor for exceeding by 35+ mph
