Creates a 10-member Task Force on Grandparents Raising their Grandchildren comprised of appointed General Assembly members who serve without compensation, with the Department on Aging providing administrative support.

Requires the Department on Aging to collaborate with relevant state agencies and issue a report by July 1, 2022 assessing existing assistance programs available to grandparents, including foster care benefits, TANF "child-only" grants, health insurance programs, and estimated state costs if grandparents refused custody.

Mandates the Task Force to conduct public hearings throughout Illinois regarding services needed by and available to grandparents raising grandchildren.

Requires the Task Force to submit a final report to the General Assembly by January 1, 2023 with recommendations for changes to services provided through foster care and TANF "child-only" grant programs.

Takes effect immediately upon becoming law.
