Reduces the central system provider license fee from $20,000,000 to a minimum of $1,000,000, with funds deposited into the State Lottery Fund for lottery sports wagering pilot program costs and unused funds transferred to the Rebuild Illinois Projects Fund.

Establishes that the Department of Lottery must create and publish formal rules and procedures for a competitive bidding process to select the central system provider.

Changes the deployment cap from 2,500 sports lottery terminals in the first 360 days to a maximum of 2,500 terminals per year, with a total cap of 5,000 retail locations after initial implementation.

Shifts the monthly transfer of sports wagering privilege tax from the 15th day to the last day of each month to the Capital Projects Fund, and adds reconciliation procedures for fiscal year audits.

Extends the repeal date of the lottery sports wagering pilot program from January 1, 2024 to July 1, 2030.
