Allows applicants for medical assistance to purchase prepaid funeral or burial contracts using available resources at any time after submitting an application and before a final eligibility determination is made.

Permits applicants to make irrevocable assignments of benefits to purchase funeral or burial services and products after death.

Establishes exemption limits for prepaid funeral contracts: up to $1,500 for revocable contracts, up to $5,874 for irrevocable contracts (adjusted annually for Consumer Price Index increases), with burial space exempt regardless of value.

Provides exemption for prepaid funeral contracts funded through irrevocable assignment of life insurance policy proceeds to a trust, limited to the amount designated for funeral costs, with remaining trust funds payable to the state up to total medical assistance paid on the person's behalf.
