Extends the repeal date of single prime procurement authority from January 1, 2024 to January 1, 2025 for the Capital Development Board under the Illinois Procurement Code.

Adds public institutions of higher education as eligible construction agencies to use single prime procurement delivery method for building construction projects exceeding $250,000, effective through December 31, 2024.

Establishes conditions for higher education institutions using single prime method, including submission of written notice to the Procurement Policy Board, bidder prequalification requirements, subcontractor protections, and annual reporting on project bidding and performance.

Caps aggregate annual single prime contract awards at $100,000,000 for all public institutions of higher education combined and $300,000,000 for the University of Illinois Board of Trustees.

Extends the Design-Build Procurement Act repeal date from July 1, 2022 to January 1, 2025 and expands the definition of "State construction agency" to include public institutions of higher education.
