IL SB3828

Amends the Illinois Procurement Code to expand lease provisions beyond the University of Illinois to apply to any public institution of higher education.

Allows leases of real property by public institutions of higher education for healthcare uses, academic facilities, dormitory facilities, or other support uses to exceed the standard 10-year maximum when the lessor makes capital improvements exceeding $100,000.

Requires the Board of Trustees of the public institution of higher education to determine that a lease term of more than 10 years is necessary and in the institution's best interest.

Limits extended-term leases to a maximum of 30 years in length.

Makes conforming changes to language referring to the University of Illinois to reflect the broader application to all public institutions of higher education.
