Establishes a statewide Farmers' Market Permit system for farmers selling potentially hazardous foods (meat, poultry, dairy, eggs, and frozen products) at farmers' markets in Illinois.

Sets maximum permit fees at $75 for egg-only sales and $175 for full permits covering any combination of regulated products, with automatic 10% increases every three years starting January 1, 2026.

Requires local health departments to solicit public input before setting or amending permit fees and limits fee changes to once per year.

Prohibits local health departments from creating sanitation guidelines more stringent than state regulations and mandates consistent enforcement of farmers' market regulations throughout the state.

Allows local health departments to conduct inspections at farmers' markets or alternate locations annually and permits citations and permit suspension for violations or failure to display permits.
