Chicago Metropolitan Agency for Planning (CMAP) and its MPO Policy Committee must develop and submit a report of legislative recommendations to the Governor and General Assembly by January 1, 2024.

Report must address recovery ratio, sales tax formula and distributions, governance structures, regional fare systems, and other statutory or policy changes needed to ensure long-term financial viability of regional public transportation.

Report development must include meaningful public engagement and support from a steering committee representing business, community, environmental, labor, and civic organizations.

Report must consider Authority's strategic plan and recommendations on racial equity, climate change, and economic development improvements for the Authority and Service Boards.
