Bill may be referred to as the Supporting Special Needs Students Act.

Requires State Superintendent of Education to exclude students from completion rate calculations if they are at least 18 years old as of September 1, have satisfied high school graduation credit requirements, have not completed their individualized education program, and are enrolled in special education services.

Beginning with the 2025-2026 school year, high school districts in counties with populations between 800,000 and 4,000,000 that have 2 high schools serving grades 9-12 with enrollment under 2,500 at any school must balance enrollment across schools equally, not exceeding a 15% enrollment difference when averaged over 3 consecutive years.

State Board of Education must adopt revised social science learning standards by July 1, 2021 that are inclusive and reflective of all individuals in the country.
