Amends the Children and Family Services Act to establish a 3-year pilot program for Extended Family Support Program services beginning January 1, 2023

Provides additional resources to families receiving Extended Family Support Program services, including wraparound case management, home visiting services for caregivers with children under age 5, and parent mentors for caregivers with children over age 3

Participation in pilot program resources is voluntary and refusal cannot be used as evidence of child neglect

Requires an independent evaluation of the pilot program to assess effectiveness in supporting families and preventing foster care placement, with findings reported to the General Assembly at the end of the 3-year period

Authorizes the Department to adopt rules and procedures to implement the program, with Title IV-E Social Security Act funding designated for prevention services
