Increases the maximum civil penalty for violations of the Rivers, Lakes and Streams Act from $5,000 to $10,000 for standard violations that do not involve potential loss of life or dam/floodway construction valued over $250,000

Creates a higher penalty tier for serious violations involving potential loss of life or dam/floodway construction over $250,000: up to 10 times the permit application review fee (maximum $50,000), plus up to $1,000 per day for continuing violations past remediation deadlines

Changes penalty payment from discretionary ("may") to mandatory ("shall"), with funds deposited into the State Boating Act Fund for Department of Natural Resources expenses

Specifies that payment of penalties does not discharge the requirement to remediate the underlying violation

Repeals the Des Plaines and Illinois Rivers Act in its entirety
