Allows sheriff's law enforcement employees to transfer up to 10 years of creditable service from a Downstate Police Article 3 fund to the Illinois Municipal Retirement Fund (IMRF).

Transferred employee must make a written election requesting a refund of employee and employer contributions from Article 3, elect to purchase equivalent service credit with IMRF, and pay the difference between IMRF's actual benefit costs and amounts received from Article 3.

Upon transfer, the service credit accrues to the employee under IMRF's sheriff's law enforcement employee provisions, and participation in the police pension fund terminates for the transferred service.

Amends the Illinois Pension Code to add Section 3-110.13 (transfer from Article 3) and Section 7-139.1a (transfer to IMRF), and modifies Section 7-139 to include transferred service credit.

Exempts implementation costs from State Mandate Act reimbursement requirements under the amended State Mandates Act Section 8.46.
