IL SB3884

Amends the Illinois Procurement Code to establish a Chief Procurement Officer for Higher Education appointed by a committee of Illinois Public University Presidents (rather than the Executive Ethics Commission) with Senate advice and consent.

Removes public institutions of higher education from the definition of "State agency" under the Procurement Code and requires them to procure in substantial accordance with Code requirements under rules adopted by the Chief Procurement Officer for Higher Education.

Chief Procurement Officer for Higher Education shall serve a 5-year term, must reside in one of the 13 public institutions of higher education, and must obtain professional purchasing certification within 12 months of employment.

Defines "public institution of higher education" to include the governing boards of University of Illinois, Southern Illinois University, Illinois State University, Eastern Illinois University, Northern Illinois University, Western Illinois University, Chicago State University, Governors State University, and Northeastern Illinois University.

Salary for the Chief Procurement Officer for Higher Education is established by the Illinois Public Higher Education Cooperative Board and cannot be diminished during the officer's term.
