SB3885 Summary

• Extends repeal of Design-Build Procurement Act from July 1, 2022 to January 1, 2024, and allows public institutions of higher education to use single prime procurement method for building construction projects with specific requirements and oversight.

• Requires State agencies and State-owned facilities to publish annual reports on procurement bulletin detailing food and food product purchases, with first report due January 1, 2023 for fiscal year 2022 purchases.

• Removes Local Food, Farms, and Jobs Council from governance structure; shifts responsibility to State to support 10% local farm/food product purchases by entities receiving State funding.

• Establishes reasonable opportunity to cure noncompliance with equal employment opportunity and affirmative action requirements in public contracts before contract award denial under Illinois Human Rights Act.

• Requires contracts over $50,000 annually to include Standard Illinois Certifications and contracts over $100,000 to be published in procurement bulletin with contractor name, service description, amount, and term.
