Removes the year "2003" from the official title of the Children's Mental Health Act, renaming it simply the "Children's Mental Health Act."

Expands the Children's Mental Health Partnership to advise state agencies on designing strategies for comprehensive mental health services for children from birth to age 25, building on recommendations from the 2022 Children's Mental Health Plan.

Restructures the Partnership to include 10 state agency directors/officials, 4 General Assembly members, up to 25 diverse public representatives including families with lived experience, mental health providers, educators, and advocates, plus 2 co-chairs appointed by the Governor.

Grants the Partnership powers to conduct needs assessments, develop interagency policies, recommend mental health service delivery programs, fund pilot projects, and submit annual reports to the Governor and General Assembly on implementation progress.

Requires the Partnership to submit recommendations by January 1, 2027 regarding updates to the Act to reflect the current mental health landscape in Illinois; takes effect January 1, 2023.
