Increases the maximum number of days a substitute teacher with only a Substitute Teaching License may teach for any one licensed teacher from 90 school days to 120 school days for the 2021-2022 and 2022-2023 school years, reverting to 90 days thereafter.

Maintains the 120-day limit for substitute teachers who hold a Professional Educator License or Educator License with Stipulations for any one licensed teacher in the same school year.

Clarifies that substitute teachers may only teach in place of a licensed teacher under contract, except in emergency situations lasting up to 30 calendar days per vacant position with notification to the regional office of education.

Specifies that the day limits do not apply to school districts operating under Article 34 of the School Code.
