Requires alternative retail electric suppliers to file notification of any material change to certification application information with the Commission within 30 days after the material change occurs.

Adds clean coal facility sourcing requirements for alternative retail electric suppliers, including execution of sourcing agreements and carbon sequestration obligations with annual independent expert review approved by the Attorney General.
