Creates the Illinois College Info Portal by July 1, 2023, subject to appropriation, to be administered by the Board of Higher Education as a statewide online interface for students and parents seeking information about Illinois public universities

Requires the portal to provide information on available academic programs and financial aid, with users able to customize what information they receive and how (email, postal mail, text message)

Incorporates a FERPA-compliant waiver allowing student information to be shared with public universities for recruitment, marketing, and program development purposes

Mandates promotion by relevant State agencies including the Secretary of State, and encourages school districts and counselors to integrate the portal into the Illinois PaCE Framework

Requires linking the portal to existing student-facing websites including the Illinois Student Assistance Commission's Student Portal, State Board of Education's Student Voices, and Department of Employment Security's Illinois Career Information System
