IL SB3905

Establishes the Municipal Water and Wastewater Funding Study Committee to study and recommend modifications to Illinois Environmental Protection Agency and Pollution Control Board regulations related to municipal water and wastewater funding programs.

Committee membership includes the Governor (as chair), IEPA Director, four legislative appointees (one each from Senate President, Senate Minority Leader, House Speaker, and House Minority Leader), and five members appointed by IEPA Director representing utilities of varying sizes and statewide water/wastewater organizations.

Committee shall recommend prioritizing disadvantaged communities regardless of size, considering impacts on low-income populations, incorporating environmental justice concepts, prioritizing communities with water supply shortages, and promoting regional water partnerships and targeted PFAS contamination funding.

Committee must submit findings and recommendations report to the Governor and General Assembly no later than January 31, 2023, after which the Committee dissolves.

Section repealed January 1, 2024; Act takes effect upon becoming law.
