Extends the Short-Term Substitute Teaching License program from June 30, 2023 to remain operational beyond that date by removing the sunset provision.

Increases the maximum consecutive days a Short-Term Substitute Teaching License holder can teach from 5 to 15 days per licensed teacher under contract.

Allows Short-Term Substitute Teaching License holders to teach absences of 6 or more days only when the Governor has declared a disaster due to a public health emergency pursuant to the Illinois Emergency Management Agency Act.

Requires Short-Term Substitute Teaching License holders to complete a training program under Section 10-20.67 or 34-18.60 before being eligible to teach at a public school.
