Creates the Human Services Professional Loan Repayment Program, administered by the Illinois Student Assistance Commission, to recruit and retain qualified professionals working for community-based human services providers that contract with state agencies

Provides loan repayment grants up to $25,000/year for master's degree holders, $15,000/year for bachelor's degree holders, and $3,000/year for associate degree holders, with a cumulative maximum of 4 years of assistance

Offers an additional $5,000/year add-on for professionals with independent licenses including licensed clinical social workers, licensed clinical professional counselors, licensed marriage and family therapists, and board-certified behavior analysts

Requires applicants to be Illinois residents, have worked at least 24 consecutive months as full-time employees at a qualifying human services agency, have outstanding educational loan balances without defaults, and commit to remaining employed for at least 12 months after receiving the grant

Defines qualifying state agencies as the Department of Human Services, Department of Children and Family Services, Department of Juvenile Justice, Department on Aging, and Department of Public Health; effective January 1, 2023
