Department of Commerce and Economic Opportunity must develop an economic plan to assist businesses and municipalities in Illinois regions bordering other states.

Plan shall include assessment of bordering states' economic development practices, comparison with Illinois practices, and recommendations for best practices in business incentives, attraction, and retention.

Plan must identify existing state services and resources available to border businesses and municipalities, and notify small businesses and municipalities of state and federal funding opportunities.

Department shall notify small businesses and municipalities of new restrictions related to the COVID-19 public health emergency.

Department of Commerce and Economic Opportunity shall create the Border Community COVID-19 Mitigation Grant Program to provide grants to eligible businesses and municipalities in border regions, subject to appropriation.
