Creates the Rebuild Illinois Mental Health Workforce Act to preserve and expand access to Medicaid community mental health care, with the goal of preventing unnecessary hospitalizations and avoiding criminalization of mental health conditions

Establishes Medicaid add-on payments beginning July 1, 2022 for specific services: $15 per unit for individual therapy by qualified mental health professionals, $9 per unit for therapy by mental health professionals, $15 per unit for community support-individual services, $15 per unit for case management, and $20 per unit for assertive community treatment

Requires monthly directed payments to providers based on Medicaid user counts, calculated at $4,200 per user annually for community support team services (users receiving at least 200 units) and $6,000 per user annually for assertive community treatment services (users receiving at least 300 units)

Prohibits any reduction or change to base Medicaid rates or existing add-on payments for community mental health services that were in place on July 1, 2021, and requires retroactive payment to July 1, 2022 if implementation is delayed

Conditions implementation on receipt of federal financial participation and requires the Department of Healthcare and Family Services to immediately submit necessary applications to the federal Centers for Medicare and Medicaid Services
