Student Confidential Reporting Act (SB3936)

• Establishes Safe2Help Illinois, a statewide 24/7 helpline for the public to anonymously report potential school threats including self-harm, violence, or criminal acts directed at students, employees, or schools.

• Illinois State Police administers the program in consultation with state agencies and ensures reports are reviewed, analyzed, and forwarded to local law enforcement and school officials with threat assessments.

• Reports and information submitted to the helpline are confidential and exempt from Freedom of Information Act disclosure, with limited exceptions for law enforcement operations, court orders, and imminent safety threats.

• Creates a criminal penalty of Class C misdemeanor for unauthorized disclosure of confidential reporting information and provides civil immunity for helpline employees and law enforcement acting in good faith.

• Requires annual reporting on the number of reports received, forwarded to officials, referred for mental health services, and overall program effectiveness in addressing school safety threats.
